First Time Applicant for Benefits:
Chapters 30, 32, 34/30, 1606, 1607: Apply using VA Form 22-1990 online at VONAPP.  Applicants on active duty must have section II completed by their Educational Services Officer and Commander. Reservists (Chapter 1606) must submit a DD Form 2384 -- Notice of Basic Eligibility (NOBE). All others should submit copies of their DD Form(s) 214 covering the entire period of service. Although not required, it may speed the application process if the DD Form 214 is certified by the county clerk or an authorized DVA representative. For Chapter 34/30, if dependents are claimed, VA Form 21-686c must be completed with copies of birth and marriage certificates. Additional forms may be required for dependent parents and/or dependent children over the age of 18 who are still attending school.  Any additional claim for kickers or contributions should be listed in the remarks section of the application and supported by documentation.  Activated Reservists should submit an Application (VA Form 22-1990) and submit any available documents such as Discharge from Military Service (DD Form 214) and copies of orders to active duty. Annotate "Chapter 1607" on all correspondence and documents. Remember to print, sign, and mail the mail the signature page to the ATLANTA REGIONAL PROCESSING OFFICE.

Chapter 35: Apply using a VA Form 22-5490. Visit the DVA web site for forms that can be downloaded or apply online at VONAPP.  Remember to print, sign, and mail the mail the signature page to the ATLANTA REGIONAL PROCESSING OFFICE.

Chapter 31: Apply directly to the DVA online with a VA Form 28-1900 at VONAPP and submit the application to the MONTGOMERY, AL VA Office. Students should also contact the Ft Walton Beach VA Voc Rehab Office at (850) 862-2107 for information. VA Form 21-686c must be completed if dependents are claimed with copies of birth and marriage certificates. Additional forms may be required for dependent parents and/or dependent children over the age of 18 who are still attending school. Remember to print, sign, and mail the VONAPP and all supporting documentation to the ALT RPO. The DVA screens applicants and, if eligible, assigns a DVA Vocational Rehabilitation Specialist. If approved a VA Form 28-1905 will be signed by the student's DVA Vocational Rehabilitation Specialist and sent to the College to set up a students VA file. Students receiving vocational rehabilitation benefits will get their tuition, fees, books and supplies paid.

Previously Received DVA Educational Benefits:
Students who have previously received DVA educational benefits (except Chapter 31 and 35 recipients) must complete the VA Form 22-1995 (Change of Place or Program). If a veteran's entitlement includes benefits for dependents, additional paperwork may be required by the DVA. Activated  Reservists who  previously used Chapter 1606 and now wish to apply for Chapter 1607 (REAP) should submit a change of program VA form 22-1995 with any available documents such as your Discharge from Military Service (DD Form 214) and copies of orders to active duty. Annotate "Chapter 1607" on all correspondence and documents. Chapter 35 recipients must complete VA Form 22-5495.  Remember to print, sign, and mail the signature page to the ATLANTA REGIONAL PROCESSING OFFICE.

Chapter 31 students who have previously received benefits should contact the Ft Walton Beach VA Voc Rehab Office at (850) 862-2107 for information about transferring to OWC.
